Dr. Fabien Roques is an Executive Vice President in the Paris office of FTI-Compass Lexecon and co-leads the European energy practice of FTI-Compass Lexecon. Dr. Roques is an economist with deep expertise of the energy and infrastructure sectors. Fabien’s expertise spans a range of economic, financing, strategic and regulatory issues.

In particular, Dr. Roques is a recognized authority on utilities’ regulation and electricity, gas and carbon market design. Over the past 15 years, he has worked on numerous tailored assignments related to market design and regulatory issues for clients including lawyers, regulators, utilities, project developers, and financial investors.

In addition, Dr. Roques worked on a number of disputes and international arbitrations related to energy and infrastructure assets, including thermal as well as renewables (solar and wind) plants, long term fuel supply and PPA contracts, as well as regulated energy networks. He has given evidence in front of many audiences including regulatory authorities and competition authorities in a number of jurisdictions.

In the past, Dr. Roques held positions with the International Energy Agency and with the energy consultancy IHS Cambridge Energy Associates, where he led the European power, gas and renewables team. He holds a PhD in economics from the University of Cambridge and a Master in Engineering from Ecole Centrale Lyon.

Dr. Roques has authored numerous publications on energy markets and related regulatory issues in both practitioners and academic journals. He is also an Associate Professor in economics at the University Paris Dauphine and at the Florence School of Regulation where he teaches. He is an associate researcher of the European Electricity Market Chair on European electricity markets and utilities’ regulation in Paris Dauphine and of the Energy policy Research Group at the University of Cambridge.
